• Walter Cherwony, Principal of Abrams-Cherwony & Associates, has over 25 years of experience in route and system planning, development and implementation of service standards, and productivity analysis. He has developed service and capital plans for transit operations throughout the country. He is a nationally recognized expert in costing analysis.

• Brian McCollom, Principal of McCollom Management Consulting, formerly managed FTA's technical assistance and research program in operations planning. He has designed and managed studies on performance evaluation, data collection, cost estimation and allocation, and route-level demand estimation. Many of the reports from these studies have become standard references in the transit industry. For nine years, Mr. McCollom served as one of two principal instructors for the National Transit Database Reporting Seminars conducted annually by FTA..
